The regulations of the Award were created and registered in the Russian Author association during a preparation stage in 1997. The Jury, the Patronage Council and the Organizing Committee were also formed. The presentation of the Award took place on the second of July 1999 in the concert hall "Rossia" at the charity concert "There'll be kindness". A great help in the organization of this concert rendered a theater of miniatures of M. Jvanetsky, actors of which performed on the scene together with people with disabilities.
In June 1999 the materials of the Award were published in the mass - media. The second stage of the project - receiving the application forms from the competitors of the Award was finished by the gala - concert "Together we can do more", which several thousands of spectators could see in the sport Palace "Luzhniki" on the 10th of December 1999.
