1.  General Regulations

1.1  “Filantrop” fund, hereunder named as Fund is having no membership non – commercial organization in accordance with the Civil Code, Federal law dated January 12, 1996 № 7 FL “About non – commercial organizations”, Federal law dated 11.08.95 N 135 – FL “About charity activities and charity organizations”, and other RF legislative acts.

1.2   Fund is established on the basis of voluntary material fees, having social, cultural, and educational and other community useful aims. A property handed over to the Fund by its Founder is owned by the Fund. The Founder is not responsible for obligations of the Fund. Fund is not responsible for the obligations of the Founder.

1.3   Fund is the body corporate having no principle aim to get a profit by means of its activity and distribute the profit between the Founder and the Fund employees as their income. In case of getting profit in the result of Fund activity they should be directed to the realization of regulations targets. The Fund uses the property for the aims defined in its regulations. The Fund has the right to carry out commercial activities, necessary to achieve the community useful aims, for the sake of which the Fund was established and corresponding to these aims. To carry out commercial activities the Fund has the right to create households and participate in their activities. The Fund must annually publish the reports on usage of its property.

1.4   The Fund is obtaining the rights of the body corporate from the moment of state registration and is the right – successor of “Filantrop” firm of Central Board of All – Russian Society of People with Disabilities, registered by inter – departmental Commission of Moscow Council on the matters of founding new enterprises, organizations, offices № К42/2994 from 26.04.91. The Fund has its own balance, round seal with its own name, angular stamp, debit and hard currency and other accounts and acts on the principles of full economic independency and strict adherence to existing law of obligations to the Founder.

1.5   The Fund, in accordance with the decision of its Founder, defines the routes of its activity strategy of economic, technical and social development.

1.6   The Fund has the right to acquire property and personal non – property rights and to bear responsibilities, to be a plaintiff and a defendant in the court.

1.7   Complete and official name is “Filantrop” fund.

1.9   The Fund’s Founder is All – Russian Society of People with Disabilities.

1.10  Based on the rights of the owner the Fund owns and manages its own property in 
accordance with the regulations. 

1.11  The fund may establish its own representatives and brunches in the Russian 
Federation and abroad.

1.12  The Fund is responsible for its obligation by its property on which the penalty can be 
incurred according to the law.

1.13  The Fund is not responsible for obligation of the State and the Fund’s Founder. State and 
the Fund’s Founder are not responsible for the Fund’s obligations. 
 

2. Aims and kinds of activities

2.1  The Fund was established with the following aim:
- Social support and medical rehabilitation of people with disabilities and other persons, who due to their intellectual peculiarities are not able to realize their rights and legal interests independently;
- Social support and protection of citizens, including improvement of financial situation of people with disabilities; 
- Assistance to activity in the field of prevention and protection of health of people as well as propaganda of health and improvement of moral and psychological state of citizens;
- Participating in financing of innovative programmes, projects and activities, directed to solving the problems of people with disabilities and disability;

2.2 To achieve the aims mentioned, the Fund according to the law carries out the following kinds of activities:
- Rendering help to people with disabilities in professional orientation, in getting educational and professional preparation, improvement of qualification and employment;
- Organization of different kinds of social and medical help, services and forms of people with disabilities, pensioners and indigent citizens servicing; 
- Rendering concrete assistance to people with disabilities in solving the problems of medical rehabilitation, social-culture and everyday questions, and also organizations, which render to people with disabilities such a help, including finance;
- Participating in developing, introducing, producing and realization of medical and everyday means of people with disabilities rehabilitation;
- Conferring awards in the field of rehabilitation of people with disabilities by means of art;
- Creation of production structures and working places including the labor of people with 
disabilities for output of people’s consumer goods, rendering the consultative and financial 
help in creating enterprises and recording job settlement of people with disabilities;
- Assistance in developing and strengthening of wide range international cooperation in the 
field of studying and solving the problems of disability and people with disabilities, 
cooperation with interested international and national organizations, public persons of 
foreign countries, cooperation with associations of disabled people of foreign countries 
and countries of CIS;
